Meeting Thursday 9th April 2023

Not great news to start! There again is becoming an increasingly large number of poo bags being left on paths. Can Hornby Parish council please encourage you to take your poo bags with you. Do not leave them to collect on the ways back as animals can be inquisitive and the scented smell of the bags makes them appealing. With livestock being introduced back into the fields it is important we protect the animals and also keep our village clean

Work has been completed outside of the Royal Oak hopefully keeping you all dry.

A response has been received from the planning office which was not sufficient. Thank you to Cllr Ross Hunter for taking this further and hopefully getting a resolution.

An auction will be held in July to raise funds for replacing the roof at St Margaret’s, anyone with any idea of lots please get in touch.

Meeting – Thursday 10th March 2022

A discussion took place surrounding the changes to the proposed Bowland section of the Haweswater Aqueduct Resilience Programme (HARP). The Councillors do not feel that the concerns previously highlighted by the Parish Council to United Utilities and Highways have been properly considered. The clerk shall respond to all stakeholders to emphasise the safety issues that need to be addressed.

A litter pick took place on the 6th March 2022. The Parish Council would like to thank all who volunteered their time to help remove the rubbish on Gressingham road and on the bend of the A683 as you enter Hornby.

Station Road is in desperate need of resurfacing due to the quantity and severity of the potholes that have appeared over time. The clerk will contact Highways to request the road is resurfaced.

Meeting – Thursday 13th January 2022

The annual budget was forecast, and the precept will now be applied for.

It was agreed that the parish will take part in The Queen’s Platinum Jubilee Community Beacons on the 2nd June 2022. More information regarding the community beacons can be found on the official website – www.queensjubileebeacons.com. The Parish Council has already received confirmation of two kind donations from local businesses towards the display. If any further businesses or individuals would like to donate, please contact the Clerk.

The planning application 21/01370/FUL was discussed and voted upon. The Councillors objected to this application. The pedestrian footpath that was on the original outline application (17/01327/OUT) remains absent in this recent application. Hornby with Farleton Parish Council feel strongly that a footpath connecting this proposed development to the village of Hornby is essential for the safety of the residents.

Hornby-with-Farleton Parish Council (HPC) Meeting – Thursday 11th November 2021

The new website for the parish council is now live –  www.hornbywithfarletonpc.org.uk

The website provides easy access to information such as end of year accounts and audits, minutes, agendas, links to current planning applications, the PDF version of the Contact and links to local businesses and groups.

There is also a useful section for reporting faults within the parish such as potholes, damaged signs, and faulty streetlights. The links in this section take you directly to the appropriate authority to enable you to report the fault. It’s very easy to do, so please utilise this page to keep this parish a beautiful and safe place for residents and visitors.

The replacement bench for outside the retirement bungalows should be delivered on the 18th or 19th November 2021.

New woodchip has been ordered for the playground and will be delivered soon and shovelled into the required areas by the lengthsman.

The Queens Jubilee Celebrations were discussed as on the 2nd  June 2022 beacons are being lit throughout the UK. Parish Councils are being encouraged to take part in the tribute to the Queen by lighting a beacon within the parish. HFPC are looking into the viability of this and hope to take part in the celebrations.

The clerk will make further contact with the PROW team at Lancaster County Council to emphasise the need for an inspection and urgent repair / maintenance of the footpath between Hornby and Wray.

Hornby-with-Farleton Parish Council (HPC) Meeting – Thursday 14th October 2021

HPC agreed the cost of a new bench for outside the Retirement Bungalows. The clerk will order and purchase the bench ready for the lengthsman to treat and put back into position.

All were in favour of the planning application, 21/01238/LB – The Old Vicarage Retirement House.

The Haweswater Aqueduct Resilience Project (HARP) was discussed to finalise HPCs position and concerns towards the planning application(21/00792/FUL). HPC do not feel the application is in enough detail and it currently appears to have ignored the concerns originally highlighted by HPC. Therefore, much more detail is needed before HPC can approve this application. The clerk will submit an objection to the planning application and re-highlight the concerns already raised.

The recent installation of the crash barriers was discussed. HPC believe that they are a continuation of the safety work that has been carried out in the area. However, HPC are disappointed in the lack of information given to the Parish Council before they were installed. The clerk will contact highways to ask that HPC is notified in the future.

Hornby-with-Farleton Parish Council (HPC) Meeting – Thursday 9th September 2021

The Haweswater Aqueduct Resilience Programme (HARP) was discussed as United Utilities have recently submitted their full planning application. Due to the high volume of documents submitted, HPC have decided to add this item to the agenda for the next meeting. This will allow time for the information to be reviewed. The Clerk will write to Planning to request an extension to submit HPC’s response to the HARP application.

It was also felt that the HARP planning application may be of interest to many residents within the Parish. The councillors encourage residents to review the application online and submit their concerns directly to the Lancaster City Planning Portal

HPC have agreed to add the two benches outside the retirement bungalows to the HPC Asset Register. It was also agreed that maintenance of the benches will be carried out. Upon inspection, one bench was beyond repair. This has been dismantled and will be replaced in due course with a new bench. The other bench is currently being repaired by the Lengthsman and will be reinstated once the repairs are complete.

The footpath between Hornby and Wray was discussed. It was noted that many of the stiles on the footpath are in poor condition. The Clerk will contact the Lancashire County Council Public Rights of Way team to report the condition of the footpath and the stiles and request that they repair the stiles as soon as possible.

Hornby-with-Farleton Parish Council (HPC) Meeting – Thursday 8th July 2021

The end of year finance audit document was completed and agreed. The audit paperwork and supporting evidence will now be sent to the external auditors.

The Financial Risk Assessment document and the New Standing Orders were reviewed and agreed.

Four planning applications were discussed. There were no objections to two of the applications (21/00751/FUL – 3 Ingleborough View and 21/00145/FUL – West View). The Parish council noted that 21/00627/FUL – 17 Station Road was a renewal of the original application previously agreed by Planning. However, the Parish Council still stand by their original objections and concerns. The fourth application, 21/00792/Ful – Haweswater Aqueduct, is believed to still be in the very early stages of the application. The Parish Council are very keen to ensure they are kept informed, particularly when a more detailed application is submitted.

The future costs involved in the maintenance of the playground was discussed. The Parish Council feel very lucky that the Lengthsman can maintain the playground at a considerably reduced cost to what has previously been quoted by external companies. When possible, the Parish Council will approach the Legnthsman to maintain what he is able, using external companies as a last resort. It was noted that future maintenance costs of the playground will need to be taken into consideration at the next precept.
